Can you show me this in action? You know that when you actually post the Tweet, the URL is technically shortened? When it is still in the input field, it is not shortened yet because obviously you want to know your own link.
Sometimes, you might even see the Twitter URL un-shortened in the Twitter listings, but this is only if there is enough room in the tweet to display the entire URL. Besides, technically it is still shortened, but they want to display the original URL-text if possible ... They just do like this: <a href="SHORT">LONG</a>. This means they still screen all URLs, and also display the short url, unless there is space to display the original one ... and why would they not display the original one if there is room?
At best, you would be pre-shortening the URL, and then Twitter would also shorten it, basically making it an ugly double-redirected link.
