Can't save configuration file iv-config/config.xml

When I try and disable the text for images it gives me this error "Can't save configuration file iv-config/config.xml"

Only when you change this specific setting? Changing other settings works fine? Did you set permissions initially as in the
quickstart guide?
After diagnosing the above, please send link and login to your admin so we can check the error.

When trying to make any change in the settings. Also I cannot add a user or change my default password. I have out server admin checking the permissions as we speak.

the login admin/admin does not work ...

The server admin made changes to permission and it seems to be working beautifully, thank you for your speedy response.
