I can't say exactly what the reason is for this without diagnosing directly. However, it's certainly related to either 1. permissions, 2. disk storage full or 3. firewall effect. Why it was working yesterday and not now, I can't say, but something must have changed on your server or file system. Really, you should not need to mess around with permissions, because the PHP file should be the owner of the files (since it has created them) ... Permissions would only be an issue if you have moved files between servers, creating a mismatch of owners, or modified permissions manually.
